Article 13: Method of Electing Members

Section 1 – The name of a prospective member, proposed in writing by an active

member of the Club, shall be submitted to the Membership and Club Administration

Committee in writing, through the Club Secretary. A transferring or former member of

another club may be proposed to active membership by the former club. The proposal

shall be kept confidential except as otherwise provided in this procedure.

Section 2 – Upon receipt of the proposal as referred to in Section 1 above, the

Membership and Club Administration Committee shall meet and deliberate on the

proposed member so as to ensure that the proposed member meets all the

classification and membership requirements of the Standard Rotary Club Constitution,

with due consideration given to the requirement that the proposed member must have

attended a minimum of 12 Club meetings over a 6-month period

to qualify for eligibility to be proposed for membership.

Section 3 – Members of the Membership and Club Administration Committee shall

cast their votes on whether the name of the proposed member should be submitted to

the Board. A minimum of 80% of the members of the Membership and Club

Administration Committee must vote in favour of the proposed member’s name being

submitted to the Board, failing which, that proposed member will not be admitted to the Club.

Section 4 – Upon receipt of the name of the proposed member by the Board, the

Board shall hold deliberations on same. A minimum of 80% of the members of the

Board must vote in favour of the proposed member’s name being submitted to the

general membership, failing which, that proposed member will not be admitted to the

Club.

Section 5 – The name of the proposed member shall be submitted to the general

membership at a Business Meeting by the Director of the Membership and Club

Administrative Committee or his/her designate. Members may then vote by secret

ballot on whether or not the proposed member should be admitted to the Club. A

member may give an objection to the proposed member’s admittance to the Club by

stating on the ballot paper “objection”. That member shall, within a period of 7

(seven) days, give valid reasons to the Board for his/her objection. Any proposed

member who receives an objection from 20% of the general membership of the Club

shall automatically be disqualified from being admitted to the Club.

Section 6 – The prospective member who meets all the criteria referred to above shall

be informed of the purposes of Rotary and of the privileges and responsibilities of

membership, following which, the prospective member shall be requested to sign the

membership proposal form and to permit his or her name and proposed classification

to be published to the Club.

Section 7 – If no written objection to the proposal, stating reasons, is received by the

Board from any member (other than honorary) of the Club, that person, upon payment

of the admission fee (if not honorary membership), as prescribed in these bylaws,

shall be considered to be elected to membership. If any such objection has been filed

with the Board, the Board shall vote on this matter at its next meeting. If approved,

despite the objection, the proposed member, upon payment of the admission fee (if not

honorarv membership), shall be considered to be elected to membership.
